Duck Hunters Allowed Spinning-Wing Decoys

Last year showed duck hunters wanted to bring the spinning-wing decoy back. The commission banned spinning-wing decoys in 2004 with the expectation that other states in the Mississippi Flyway would ban them, too. None did except Minnesota, which has a provisional ban.
The U. S. Fish and Wildlife Service sent us a letter in March to the Arkansas Game Commission saying that hunting with spinning-wing decoys had no demonstrable impacts on overall duck harvest rates or duck population levels. Commissioner Brett Morgan of Little Rock cast the lone dissenting vote. He said the UALR survey was flawed because several people were interviewed multiple times, and that there was no public desire to allow spinning-wing decoys.
